Scholarships – Chief Minister (Punjab) Scheme for Chinese Language Scholarships Descriptions: In the context of every growing Pak-China friendship ties and the milestone decision of China Pakistan Economic Corridor, the Chief Minister Punjab Muhammad Shahbaz Sharif has decided to send 300 talented persons to China to learn Chinese language on fully funded scholarships.

Introduction:

China and Pakistan are the homes for two large neighboring nations that are longtime friends but the people of the two nations have very limited ability to communicate in a common language. However, the ever strengthening political as well as trade relations between the two nations and the increasing importance of China on the global scene has made it imperative, particularly for Pakistanis, to develop an ability to effectively communicate with the Chinese people. The government of Punjab has realized this need for an effective communication between the Chinese and Pakistani people which has gained particularly high importance in the context of expanding work on the China-Pakistan Economic Corridor (CPEC). Thus the Chief Minister of Punjab has decided to develop a large contingent of people who have the ability to understand Chinese language and culture. This is being seen as a high priority strategic need in order to fully benefit from the business opportunities arising during the construction/installation of various facilities that constitute the CPEC and after these facilities go into operations. Therefore, the Chief Minister, Mian Muhammad Shehbaz Sharif, has allocated funds to send 300 appropriately qualified, Punjab domiciled, youth to China in order to learn Chines language and acquire the above outlined strategic ability.

In the light of the vision of the Chief Minister of Punjab and keeping in view the complexity of the Chinese language the above described strategic ability is categorized into the following two sub areas so that essential diversity of the needed ability is maintained. Moreover, a distribution of the allocated 300 scholarships among these sub areas is also made.

Category A: Interpreters:

In this category we envisage to prepare a contingent of people who can work as interpreters between Pakistani and Chinese individuals, groups or organizations desiring to engage into negotiations on wide ranging matters of bilateral interest. These people will have the ability to facilitate effective and accurate formal communication between a party that speaks Punjabi, Urdu or English and the Party that speaks Chinese.

By the virtue of their responsibility, people in this category will need higher level of proficiency in their primary language as well as in Chinese further supplemented with significant depth & breadth of knowledge in at least one area of high mutual interest as determined by the current concentration of trade/business between the two nations in order to fulfill the needs of these high value negotiations.

Category B: Chinese Literate Professionals:

Foreseeing the growing presence of Chinese business organizations in Pakistan particularly as the projects surrounding CPEC are unfolding it can be anybody’s guess that the need for the Pakistani engineers, technicians and workers in many other trades working alongside Chinese counterparts will rise exponentially. This situation will adversely affect productivity and will hamper smooth functioning of organizations unless there were professionals with reasonable working knowledge of Chinese language to help essential day-to-day communication in technical settings.

Measure for Chinese Language Proficiency:

Hanyu Shuiping Kaoshi (HSK) is a system of standardized Chinese language tests conducted internationally to measure various levels of proficiency in Chinese. This system of exams is an initiative of Hanban, the headquarters of all Confucius Institutes, and helps determine, in an objective manner, a learner’s ability in Chinese language in terms of the ability to understand, speak, read and write. HSK measures the proficiency in Chinese Language in six levels (Level-1 being the Beginner’s or Basic and Level-6 the Advanced). In general, HSK-1 and HSK-2 are divided into listening and reading sections only and test 150-300 of the most commonly used characters and grammar structures. The HSK-3 and HSK-4 include listening, reading and writing and test 600-1200 characters and grammar structures. The HSK-5 and HSK-6 are also divided into listening, reading and writing sections and test 2500-5000 commonly used words and grammar structures. An average student studying Chinese is expected to take HSK-3 or HSK-4 and most of the universities require HSK-4 with a score of 200 or more to qualify for admission to Bachelor’s Degree Programs in Engineering, Business or Economics etc. At this level, students will be able to have basic everyday conversations. The students who would like to use Chinese professionally are expected to take HSK-5 or HSK-6.

 The requirement and other criteria is given below:

  • Test will be conducted if it is necessary for the candidates and for decreasing the number of candidates. Then an interview will be held for the candidates who will pass in this test.
  • Those candidates who will approximately get 60% marks in this test they will get a final award from the government of Pakistan. The candidates who will complete this course they will get this award.
  • The candidates who are working in any organization that is government private semi government or any anounmous company they have to attach a proper application form by this that company or institute. Then they will be able to get education of this scholarship.
  •  Application with the prescribed form and complete bio data and attested relevant documents with the prescribed form this should be reached at the registrar office of university of education college road township Lahore and contact number of this university is 042-99262227 during office hours.

  • Number of criteria in this awards category is 200
    Eligibility criteria, domicile of any district of Punjab, age limitation is 22 to 40 years till the date last date of application submission.
